Model Countries

The model-country idea gives AAHA a way to learn through cooperation rather than territorial control. A participating state, municipality, institution or community could select a defined programme—such as a mission pilot, records standard or Living Triangle decision method—and test it under local law.

Participation would not turn the partner into AAHA territory. It would not replace the elected or lawful government, constitution, courts, currency, citizenship or international obligations of the place involved.

Cooperation could range from a research exchange, to one local pilot, to a multi-year institutional partnership. Every level requires a written agreement defining scope, decision rights, funding, data ownership, public communications, evaluation and exit.

The word country would be used only where the participating national authority has agreed. Cities, universities and NGOs would be described by their actual status rather than being ceremonially relabelled.

A programme must be designed with the people affected by it. Communities need accessible information, a way to refuse or withdraw, local representation in governance and a route to complain without losing services. Indigenous peoples and customary authorities require particular respect where their lands, knowledge or rights may be involved.

AAHA would favour local ownership of facilities, skills and data. A pilot is successful only if it strengthens the partner’s capacity rather than making essential services dependent on AAHA branding.

No model country is currently designated. A future public claim would require a named counterparty, signed agreement, lawful approval, exact programme scope and a way for the partner to verify the relationship independently.

Informal support, an individual letter or an online conversation would not be described as national participation. This high evidence threshold protects both AAHA and potential partners from exaggerated claims.
