A clear hierarchy of rules
The Constitution defines the structure. King’s Royal Orders direct specific decisions. AAHA Laws provide standing rules. The International Order and approved countries may maintain implementation rules under their assigned responsibilities.

Royal Orders are separately recorded
A Royal Order is not a hidden instruction. It carries a date, royal letter, comments, advisory votes, King’s decision, seal, implementation history and later amendments where applicable.
Countries
Country implementation rules
Each approved country can organize detailed implementation through its departments, companies and institutions while remaining within the responsibilities recorded for that country under AAHA.
Publication
Version and revision
AAHA rules should show their owner, date, current version and amendment history so that people can distinguish current instructions from earlier versions.
