Dissent remains visible
A 0–4 advisory vote may still be followed by a King’s approval, and a 4–0 supportive advisory vote may still be followed by rejection. The record preserves the reasoning rather than rewriting history as unanimous.
Implementation

Where an Order reaches Level Five, country departments report implementation, obstacles, progress, amendments and outcomes through the AAHA record.
Corrections
Records can be amended, not erased
Corrections and later decisions should be attached to the original entry with dates and reasons. This creates a traceable history of the Order.
